Demonstrating causality in evaluation
How can we be certain of the causal link between a researcher development intervention and the outcome?
Evaluation approaches and models are often able to measure outcomes but not necessarily impact. The Impact Framework goes further by encouraging evaluation to levels 0 to 4 for larger programmes and interventions. This model helps establish association and correlation between interventions and outcomes. It is good practice to check for consistency of evidence when data suggests causal relationships. You should consider and perhaps rule out alternative explanations, through a logical, evidence-based process.
